I am surprised that this installer doesn't work for you. I tried the same  
installer
on my machine and the installer dialog box and Chrome both were in correct  
language.

Can you uninstall Chrome and then follow the directions here to cleanup  
everything -  
http://www.google.com/support/chrome/bin/answer.py?hl=en&answer=111899  
(just in case
something is left behind) - and then try again installing with the file you  
posted.

If it still doesn't work can you collect some more debugging information as  
below:
- Open a command window by typing cmd.exe in Start->Run and clicking OK.
- Run command "reg export HKCU\software\google\update update.txt" and  
attach the
update.txt file
- Run command "cd %LOCALAPPDATA%\Google\Chrome\User Data". Now if you run  
command
"dir" you should see a "Local State" file. Please attach this file as well.
