New issue 7547 by [email protected]: OEM Eula and Options should look at  
usegestats registry value at userlevel.

Steps:
1. Do a OEM install with commandline arg &usagestats=0
2. Notice that usagestats=0 key gets created at system level only.
3. Copy the master_preference file next to chrome.exe
4. delete userdata folder.
5. Launch chrome. OEM EULA is seen.
6. Check sent stats option.
7. This will create a userlevel registry value usagestats=1
8. Start googlechrome from First Run UI.
9. Go to chrome->options. Notice that "send stats option" is not checked.

looks like chrome->options is looking at usagestats at systemlevel, where
as OEM EULA is writing the usagestats at userlevel.

I thing the chrome options should also look at the userlevel stats.
