Maybe. Seems weird that we'd ultimately want a hardcoded "pixels per line step" value as the underlying screen DPI, etc. would affect the desired scroll size. Maybe we used to manually calculate our own scroll size, and have now switched to WebKit to do it, and their algorithm is wrong?
