My experience tells me that these kinds of color differences are completely  
opaque to
the user. Nobody thinks, 'Oh, this is a blue warning, not a green one. That  
means it
has to do with..."

Also, I agree that an info bar isn't right for this. In the short term, I  
think we
should just do a normal dialog and not over think it. Same as the "you  
still have a
download in progress" prompt.
