FWIW, keeping track of which window a closed tab was in is not too hard; we do this already for the session restore stuff. Which means the answer to Q3 could be "they'll end up back where they came from". Though presumably if you close two tabs and the window isn't closed yet, so then you close the window, then you hit ctrl-shift-t, the first thing that will happen is that the window (sans those two tabs) will come back.
