Erik and myself spoke about this one a while back. I suspect the crash is  
happening because
RenderProcessHost iterator has a null RenderProcessHost. Why or how we get  
into that situation,
I don't know. I thought it might be because FastShutdownIfPossible could  
modify the iterator,
resulting in a bogus iterator, but that doesn't seem to be the case.

I checked all other places that use the RPH iterator, and everyone else  
assumes a non-null RPH.

I'm kicking back to unassigned, and adding Erik, Mike and Ojan to the cc  
list. Perhaps they have
a better idea here.
