New issue 15729 by bradcupit: CTRL/SHIFT clicking a named anchor does not  
open in a new tab/window

What steps will reproduce the problem?
1. find any page containing links with #named_anchors. One example page is:
http://www.w3.org/TR/html401/struct/links.html
2. CTRL+click the "Introduction to links and anchors" link
3. Chrome acts as if the CTRL key was not pressed and just jumps down to
the named anchor.
* the same happens if you SHIFT+click a link with a named anchor

What is the expected result?
when CTRL+click is pressed on a link with a named anchor, a new tab is
opened and the original tab does not change
when SHIFT+click is pressed on a link with a named anchor, a new window is
opened and the original window does not change

What happens instead?
No new tab/window is opened. Instead Chrome jumps to the named anchor in
the current tab, as if CTRL or SHIFT were not pressed.

Please provide any additional information below. Attach a screenshot if
possible.
If you right click on a link with a named anchor and select 'Open link in
new window', everything works fine.
If you right click on a link with a named anchor and select 'Open link in
new tab', everything works fine (except for issue 15728)
