What steps will reproduce the problem?
1. Open this html document:

<body>
<textarea style="padding:0;"></textarea>
</body>
</html>
2. Click on the text area
What is the expected result?
Visible cursor
What happens instead?
Cursor is not visible on the beginning of the line.
Please provide any additional information below. Attach a screenshot if
possible.
If you press a key, the cursor is visible. This is particularly troublesome
if there are many lines, and you want to see that you have set the cursor
to the beginning of one of them.
