Gods, yes.  I've argued many times that distancing Stop from Reload was a  
crazy
design choice for this and other reasons (attachment related), but  
Stop-button bug
reports are always marked either Invalid or Wontfix without facing the  
underlying
problem. (Issue 545, Issue 763, Issue 1032, Issue 1559, Issue 3057)

Chrome is supposed to prevent this by keeping the button from changing  
states while
the mouse is hovering over it.  I know this was broken/removed at one  
point, but it
should be working again in the latest versions, according to Issue 9843.   
It's
working on my end (version 2.0.172.33).
