Issue 17758 (Certain tabs won't close or won't close properly) looks the same as or related to this. I've encountered this problem on both Windows XP and Windows 7 (21631 on both). Stuck tabs in my usage have all appeared to be sharing process with the tab (as seen from task manager) that spawns them -- for example, middle clicking on a link within a tab. Pages with heavy AJAX (Meebo, Facebook, Gmail, etc.) are more likely to spawn "stuck" child tabs. I have had success in closing *some* stuck tabs after closing the "parent" tab. I am not sure that these specific cases apply to everything (since I hadn't paid attention to the circumstances until I really started seeing the bug frequently).
