What steps will reproduce the problem?
1. Open an Incognito window.
2. Start downloading something big. It shows up in the Download Shelf (aka
the Download Bar).
3. Download several smaller items quickly, pushing the big download off the
end of the Shelf.
4. Open the Downloads Tab.
What is the expected result?
In-progress downloads are shown in the Downloads Tab.
What happens instead?
The Downloads Tab does not track downloads at all in Incognito mode.
Please provide any additional information below. Attach a screenshot if
possible.
On a related note, even though the Downloads Tab does not keep track of
downloads in Incognito mode, the Download Shelf does. This would be fine,
except it does NOT clear itself of old items when closed (Issue 15712), and
there is no way to clear them manually (Issue 60?).
