What steps will reproduce the problem?
1. On a HP tx2 touch screen computer, use your finger to flick the web page
backward for forward to produce the page backward and page forward
commands.
2. Chrome will move either two pages back or two pages forward

What is the expected result?
Chrome should move only a single page forward or a single page backward.

What happens instead?
Chrome moves two pages backwards or two pages forward.

Please provide any additional information below. Attach a screenshot if
possible.

This may also be the problem of the excessively fast scroll speed many
users have noticed.
