So, http://twitter.com/#footer is expected to be treated like
http://twitter.com/<index page path>#footer, but '#' is eaten up and
http://twitter.com/footer is loaded.
I'm not sure if it's allowed to have a fragment without a path, but
obviously other
browsers do support it. So, it seems to be a googleurl issue.
