Well, if we get back to the original issue: it caches the old CSS. I click reload, it *fetches* the new CSS, but keeps the old version hanging around in the cache. I looked at the response in about:cache, and it is clearly different. I have an updated background colour, as a simple, obvious way to compare. Chrome should update the cache. The current behaviour is inherently broken. This issue has been present for my site in Chrome for well over a month!
