It seems that the developers don't think that normal users will use incognito mode in their usual computers, and they intend the incognito mode only for short periods of surfing in internet cafe and some other public places. So it seems they don't think you should, or want, to do any downloads when you are in incognito mode. We think they're wrong, they think they're right.
