This is definitely not a "rarely-used" function. Could you please provide support for that statement? Clearly, those who do use this feature use it frequently and thus constitute the very users who would require a keyboard shortcut. How can you also claim that you have "little way to help users learn about" shortcuts, when there is an entire help page dedicated to the the available shortcuts in Chrome? Furthermore, there would be no negative impact to or confusion for users who are not looking for this shortcut. Those who are seeking the functionality (users above, as well as all the others asking for it when one Googles "Chrome duplicate tab shortcut") will doubtlessly find the combination right away.
