Same behavior on Chrome 3.0.195.27, Win XP, Vista and 7 RC.  Quite a  
nuisance, since
an unmaximized new window will open using Windows's default "cascaded"  
positioning,
offset slightly down and to the right of the previous window's position, and
(potentially) cutting off the bottom of the new window by hiding it behind  
the
taskbar.

Using the --start-maximized command-line switch forces each new window to  
open
maximized, but then you may encounter a bug causing the new window to be  
unfocused:
