I'm not surprised that people on other OSes would be able to see this issue. Are you able to consistently repro it? I definitely need a wireshark trace to debug this. Note that to be sure that it's specific to Chrome and not a dupe of 19472, you'd need to test out on other browsers for as long necessary to make sure it doesn't repro for them, and also make sure you aren't changing your network configuration (which would trigger 19472).
