Developers who are listed as owners or are cc-ed on bugs (or who have starred them) get email notification about comments on bugs even after they've been marked fixed, so I think that there is little value in opening a new issue about this. (I haven't thought about this one much myself, but I agree with estade that it's better to make it less likely that users will accidentally quit and lose data, even if it results in a different keybinding than what other apps use.* I think that editors are a different case, as it's pretty easy to detect likely-accidental quits there, i.e. there are unsaved files.
