I hate to admit I made a fool out of myself with Peter's gracious
help.  Someone else on the Chromium team pointed out to me privately
that none of the included software is actually under the GPL.  The GPL
is listed for certain packages that can be made free, but which are
allowed to be slaved to Microsoft.  Google has opted for the MPL, but
listed the options for future modifications of the software.  It
appears that derived works of Chrome code can include proprietary
code.

I am not going to second guess the Chromium team decision to use
Microsoft code.  It probably reduces the development time, just as it
probably increases the likelihood of bugs.  

It would be sweet for the Linux version to have some useful innovation
that was GPL-restricted, just to contaminate the license and make the
Windows version inferior.

I also have a line on using W2K and the Express compilers for
compiling Chrome.  So maybe being a trouble maker paid off.  

I'm sorry I wasted your time, my time, and it sure makes a big
difference who on the Chromium team you communicate with.
