I don't know what you mean by completed.  The build system will never
be completed, as it is always changing along with the code.  However,
we have been building large parts of Mac and Linux for a long time.
You can look at our buildbots:

http://build.chromium.org/buildbot/waterfall/

This means that if you checkout Chromium on Linux, with all of the
proper requirements, you will build fine.  You will not build a
complete browser, but you will build what we have.

I look forward to your patches for the unimplemented/broken bits.

I don't think any of our Linux developers actually want to use an
IDE.  We aren't starting any editor wars, you are free to use emacs,
vim, Eclipse, or flip the bits by hand.  We do not plan to support or
promote one single development environment.
