Send patches to gclient.py to 'disable automatic runhooks on sync' to
me. You can hack directly inside your depot_tools and use 'gcl change
bleh' and 'gcl upload bleh --send-mail -r mar...@chromium.org'.

You'll need to update the unit tests.
