One way to support this feature is to provide a way for users to
report a download that didn't work so that Google could warn other
users' about this download.  The user would not need to know why a
download didn't work to report it.  Google's algorithm would figure
that out from the users' (good and bad) configurations that were sent
to it automatically when the users initiated the download.

One issue:  how to encourage users to report bad downloads?  Or maybe
this could be detected automatically by seeing how much the downloaded
app distracts the user from using Chrome?
