This is bug http://code.google.com/p/chromium/issues/detail?id=3214 and you
should star it so you get updates.
I have not been able to reproduce it.  I would suggest that you try
uninstalling Flash from your machine.  Then go to
http://get.adobe.com/flashplayer/ and download the installed.  Quit all
browsers.  Be sure to quit any Chrome Applications that you may have
created.  Then install the new version of Flash.
