Yes, I think something is being done right now to address tab overflow in Chrome. You can add a STAR to the following issue to be notified of updates: http://code.google.com/p/chromium/issues/detail?id=188
Issue 188 is part of a multitude of bugs recently labeled with "ui- fixit", and hopefully many of Chrome's UI annoyances will be fixed soon.
