Yes, there's a good reason why not: I like Ctrl+Tab/Shift+Tab to remain as Tab index order.
I would rather have Ctrl+PgUp/PgDn to be most-recently-used (MRU) order. Of course, I expect that if this change is made, Chrome must add a *CONFIGURABLE OPTION* (or an editable OPTION in the Preferences file) that will allow swapping of the keyboard shortcut for tab-index or MRU order between Ctrl+Tab/Shift+Tab and Ctrl+PgUp/PgDn.
