That seems very reasonable: incognito created application shortcuts
should start incognito.

There is a workaround though if you want to use it:
After the application shortcut is created, edit its Properties and add
"--incognito" (without the double-quotes) to the Target line of the
shortcut.  This will make the app shortcut start in incognito mode.

This is of course the same method to modify the regular Chrome
shortcut icon if you want Chrome to automatically start in incognito
mode.
