Because it's like asking Microsoft for a stable, extractable version of IE 8, or asking Mozilla for a stable, extractable version of Firefox 3.0.11.
Since these are all the final, publically released versions, they are packaged into their final distribution methods, and there is no need to produce a single archive version because that's not part of the public build process. Do you want to try IE 8 or Firefox 3.0.11 or Chrome 2.0.172.31? Go to their public webpages, download the installers and then use the programs! If you don't like them, you can uninstall them (except IE, but that's a whole other can of worms.......)
