Yay!!!!!  The basic request above, to have the Omnibox/address bar and
tabstrip available/dropdown while in fullscreen mode has been
supported as a valid feature request by Evan Stade.  Also, the above
bug has been duplicated to:

http://code.google.com/p/chromium/issues/detail?id=8022
