As I understand it, it's the version number of the stable channel that
counts.

Dev channel became 3.* when 2.* reached stable channel, because Dev
channel is where 3.* is being worked on.  When 3.* reaches stable it
will have the new new tab page, and themes, and probably other things
I'm forgetting;  Dev will then become 4.*, but that won't be the 4.*
release until it reaches stable
