I think the download bar goes against the minimalist spirit of Chrome
because you are dedicating screen space that must be clicked to close
and it is an extra gadget that other browsers don't have. There is a
great Downloads list off the wrench menu giving you more than the
download bar except the "Always open files of this type" which could
be added there. So I think it is difficult to argue the necessity of
the download bar. Features in chrome should not be there unless a
great majority of users want them.
