Oh, well, I think the problem is that you get the value of the "grtag" and "grpid" only once - when the extension loads (when the extension loads, it executes the background page script, no other action will execute it if you are not calling it again). You should the function in the onclicked of the Browser Action to receive the value straight from the localStorage (or, alternatively, call a function in the background page that will act on the click).
