PS: I should add that when the Mukerjee book was published Martin Gilbert said he had gathered all the documents on the matter, that they strongly support Churchill's attempts to alleviate the famine, and they all would appear in the appropriate document volume. That volume, number 19, has just been published, and Sir Martin was as good as his word. See various posts below.
