In case you haven’t any takers on your query, I found this one online – though I doubt this the one you are seeking as there are no troops in the photo. It appears, however, to indeed be Libya in 1942. I believe Churchill was there in August and was then off to Moscow.

In the photo he was inspecting the South African troops in the Libyan Desert. He has the classic pose in a long black coat and cigar, and is about to shake the hand of one of the troops, who is my grandfather, Lionel Rothbart. My mother used to own this photo (possibly even the original) and it was always very dear to her, but she has been distraught since it got lost. It would mean a lot to me, and a tremendous amount to her if you could help me find a copy of this picture. Unfortunately, I don't remember which newspaper it was published in.
