Went to a different location and lo and behold, the fax went through to the 
correct number.  
I've asked a retired PI to consult with the agency he used to get fax/phone 
ID's.  Hopefully they'll come up with a name.

At this point, "odd" is the new normal.

That's definitely odd.  Call Pawlenty's office and tell them this.  Ask
them where it's going.  I've found Pawlenty's people to actually be
helpful and responsive, although of course, I've never uncovered the
type of stuff you have.
