"Israeli movers" and "artists". They were not just taking
random jobs in random locations though.

Les Coleman's book Trail of the Octopus says that while in
Cyprus he found antennas on his apartment building that were
being used to receive messages hidden in Palestinian taxi cab
radio transmissions. Coleman had his family in the building,
and had to work in a DEA office which was filled with Lebanese
heroin trade informants who could all see each other and him,
and he had previously worked in Lebanon himself in conflicting
cover so he and his fam were in constant danger. "Cowboys".
