Hi Andrew: Each DC is responsible for maintaining its msDS-HasInstantiatedNCs attribute in a correct state. In Windows, this attribute is populated after the first reboot right after the server is promoted to DC by iterating through the instantiated NC’s.
Please note there are other requirements around this attribute, and other attributes related to it, in other sections of MS-ADTS; in particular please also see section 6.1.2.3 “Hosting Requirements”.
