I don't know about programming, so my recommendations may be totally wrong.
Cinelerra is very good, but it lacks a well-functioning time-shift wizard. Today this effect is widely used. ReframeRT could be a starting point, but it is not the typical effect that a technician looks for. I really like the Premieres assistant and also the Sony Vegas assistant, which are the editors I know best. Thank you very much for commenting on your experience Igor.
