This could be classed as a Video Display issue or a ui issue depending on how it
is solved.

This may seem a very minor trivial matter but was a half hour or so of
frustration before I worked out what was going on.  It should also be very easy
to fix.

When you change the directory for background rendering cinelerra keeps playing
back (or attempting to play back) from the old directory.  Meanwhile new
background render frames are succesfully being stored in the new directory.

The consequences occur once playback reaches a pre-rendered are and can be 
either:
1. a green screen (or blank individual frames) upon playback (if cinelerra
doesn't find any frames in the old directory); or,
2. you see the last background render made to the old directory.  This can lead
you to believe any number of things are going wrong which actually aren't.

At the very least "(Requires restart)" or something could be put beside:
Settings>Preferences>Performance>Output for background rendering:

Or perhaps the text might read: "Output to directory (change requires restart):"

The better fix would be to make sure the playback engine used the updated 
directory.
