It passes it to the encoder if it supports it. (AFAIK)

 I suspected as much.  That makes me wonder if the setting belongs in
the Format (project-wide) settings at all.  Wouldn't it be more
appropriate in the Render dialog?

 As far as I can tell, if you mix footage with different field order,
(like DV and MPEG) you have to resort to deinterlacing.
