Lots of tools out there, you get as much as you want to pay for: - if you're doing PacketCable VoIP, then the Tektronix product (through their Minacom acquistion) seems the right fit. RTCP XR (RFC 3611) is the standard you want to take advantage of, if the CPE supports it. The ability for the product to extract/obtain metrics from your softswitch will totally depend if the vendor has done the integration work.
