My standard comment would be "IOS letter overflow", but 15.0M doesn't
actually have a letter.

But a bug sounds likely, there have been a number of NTP changes late
in the 12.4T train - maybe one of them is problematic on your hardware
(as far as I understand, the NTP clock adjustment bit in IOS is somewhat
hardware-specific)
