Well, Phil was right. You indeed need a Data license for an MPLS VPN RR,
since Base (and Security) doesn't let you configure "address-family
vpnv4" at all. It doesn't matter that we don't need MPLS as such.

Other than that they do the job well so far. They currently functions as
"backups", since the original setup (mixed full mesh and forwarding RRs)
is still active. The 2901 haven't broken a sweat even when turning up
all 30-something VPNv4 and IPv4 MDT sessions at the same time.
