You're only going to get near gigabit performance with hardware forwarding, so ASR is your best bet. Switch platforms with Layer 3 (like the Catalyst 3560-X) aren't going to support the features you need in their forwarding ASICs so you'll get performance worse than the ISR2 you've already tried.
