If you don't have MPLS then don't use MPLS terms like PE and L2VPN,
this only leads to confusion.

It forwards traffic from one port to the other and nothing else. Its not
a PE, its not a L2VPN. Its a full-duplex hub, basically. Guess thats what
you want.
