A reboot to play the WAV file??????? Differently not required - unless the 
system is hung - but then there would be lots of other problems besides an 
orphaned WAV file.

What version are you on?

We had the same issue but in UCCE, in the last we need to reboot our server 
also associated GW, then it start playing the updated/new file.
