I'd check what codec is being negotiated on the SIP Trunk side of the
call.  Check the region config between the SIP trunk and the MOH Servers in
the SIP Trunk MRGL to see what codec MoH will negotiate to most likely.
You may need to enable G729 streaming under IPVMSA Service Parameters.
