If Layer 1 and Layer 2 are down there aren't too many possible problems:
1. Incorrectly configured SPIDs
2. Incorrectly configured ISDN switch-type
3. Bad cable connecting the router to the jack
4. Router hardware problem
5. Telco problem.
(that's all I can think of off the top of my head)
Remember that the SPIDs and the switch-type are configured in the physical
interface only (not the Dialer interface, if you have one). Give the telco
a call, most will have a number for ISDN Repair, just give them the SPIDs
and they can run a test to your equipemnt.
