The switch-type could be quite relevant.  A colleague of mine found that using
switch-type basic-net3,  Layer1 and Layer2 didn't show as active until a call
was placed, but it worked fine.  I haven't used BRI ports much, but using
switch-type basic-ts013, L1 and L2 did become active, but it took a surprsingly
long time after a reload.

check your isdn switch type..   try using isdn switch-type basic-ni1
becaues it will supposedly work for all switch types.  If your layer 1 is
down then it usually points to wiring, equipment, or usually switch type.

Hi Gurus,
I have a small problem configuring a Cisco 1603 router. This router has a
ethernet port and integrted BRI. I want a PC to dial into the BRi port of
the router. Now the problem, I am Facing is that I can configure the BRI
port. But when I check the ISDN status with the SH ISDN STAT commnad. the
layer 1, and layer 2 are shown as deactivated. Any suggestions on this will
be appreciated.
