In my lab, I have a DOS workstation running TCP/IP that is four hops away from the PDC and a Win95 station also running TCP/IP that is three hops away from the PDC. They can both login in fine. I am not using WINS. I am using a lmhosts file on both PCs. The routers are not configured for any ip-helpers. You say that you can ping via the netbios name but then say you're using a hsots file. The hosts file is not for netbios translation but "normal" DNS type name translation, the lmhosts file is used for netbios "pings" (translation). So maybe the ping works because of DNS if the DNS name is the same as the netbios name, or like you said, the hosts file would also get a ping to work if the DNS name is the same........... WINS requires a server on each subnet or a proxy. Try the lmhosts first, if that works then that may be all you need if it is a small network. But if addresses/names change then you have to maintain it manually. Getting WINS to work across the router is really the best way but it sounds like you'll have to do some studying first. Lmhosts will get it working now if speed is important.
